Mtatsminda Park sits above the city, so the change of perspective is the reason to go. From the hilltop, Tbilisi's neighbourhoods, river and surrounding slopes are easier to place in relation to one another than they are from street level.
You can make this a simple viewpoint visit or spend longer among the park's paths and attractions. The funicular is one way up, not the whole experience; check its current operation and your return plan before relying on it. Rides and food are optional additions rather than part of a fixed itinerary.
